Goals

Project entitled the DIS-V4 2005: The Role of Municipalities and Regions in the Process of Development of e-Government services, e-Culture and other Web Applications for Citizens in V4 Countries will follow and further develop objectives and outputs of applicant’s last year project proposal, which was granted by the courtesy of the International Visegrad Fund (Project No. 5039-2003-IVF).The main aim of the proponed project is to keep on developing Information society, as defined in the eEurope 2005 Action Plan, in the V4 Countries. Ultimate challenge set up by the European Union is to reach an information society for all. The project aims at bringing this set of objectives promoting new forms of e-government services and culture applications by means specified bellow, especially at regional and local levels, which stand closest to citizens. Such focusing on those levels becomes the most effective and efficient way to secure implementing new knowledge and good practices to a citizen's every-day life, apart from the fact that it directly refers to the principle of subsidiarity of the European Union.

Tools

Tools and means of bringing project to power are basically defined as a number of events and supporting measures, which will take part all around the V4 countries. Focal point among project tools will become the DIS-V4 2005 Conference taking advantage in being held in synergy with the ISSS/LORIS 2005 Conference, major e-government and ICT event in CEEC countries. Last year, almost 2000 participants, representatives of the European Commission, national and local governments, public administration authorities, IT experts and others including an IVF representative, attended the conference. DIS-V4 2005 Conference will be held in Prague and Hradec Králové on April 3--5, 2005. Similarly to the last year, a social program including a reception at the Prague City Council Hall will be provided for conference participants coming equally from all the V4 countries. Participants’ affiliation will vary, however it will still keep the aim of the project. Therefore representatives of associations of municipalities, lord mayors and mayors, presidents of regions, high-ranked public administration officials, librarians, galleries staff, researchers, NGOs, representatives of Trans-European networks and others will be invited to take part in. DIS-V4 conference program will be separated from the ISSS/LORIS one. Special halls and lounges will be arranged for the DIS-V4 Conference. DIS-V4 2005 Conference, as it is one of the last year project goals to be followed, will put more emphasis on national contests for the best websites of towns and communities held since 1999. Contest, originally a Czech idea, has penetrated abroad and becomes one of the most influential contests intended for municipalities, in which more than 300 municipalities participate annually. Last year we pledged ourselves to bring the competition to Slovakia. It came true and the Slovak national contest was held for the first time. This year, it is our aim to organize the contest in Hungary in association with the Hungarian National Association of Local Authorities (TOOSZ), which belongs to the project partner. The contest has already been held for a couple of years in Poland. During regional and national rounds the contest compares and evaluates progress made in the field of municipal e-services (governmental, cultural and others) in a chosen period (usually a year). Outputs of those national contests not only support formulating regional and national e-strategies but also stimulate and speed up e-services development. The EuroCrest Award covers single national contests, promotes international exchange of experience and brings together the best of national winning projects. Award ceremony will take place during a DIS-V4 2005 Conference social evening. Best practices of both national and the EuroCrest Contests will be exhibited in the DIS-V4 project laboratory. To obtain even more detailed view of e-government development in the V4 countries, the applicant will enhance a scope of the last year benchmarking survey, based on the Visegrad declaration on IS development, which was adopted at the DIS-V4 2004 Conference. Benchmarking first results were contained in the eStrategy guidebook. Benchmarking has been continuously disseminated to V4 municipalities and regions. It is envisioned to have a special meeting of representatives of V4 association of municipalities at the DIS-V4 2005 Conference to analyze a year of the benchmarking activity and to proceed benchmarking to another evolution stage as well as to publish an updated guidebook. Similarly to the last year project, extra space will be given to e-culture within the DIS-V4 Conference 2005. More particularly, an issue of web portals, loomed as a prospective one during discussions at the DIS-V4 Conference, focusing on national heritage will be put on the agenda. Such portals contain not only complex information intended for tourists but also e-services for citizens living in heritage zones declared by, for instance, UNESCO.
